DEXICE is an Australian Engineering, Design and Project Management consultancy firm providing professional services both locally and internationally.

Our key focus is to design, create, and analyze technical solutions and deliver cutting edge turnkey projects in specialized fields including Manufacturing, Pharmaceutical, Healthcare, Education, Building, Infrastructure, and Information Technology.

We have the ability to transform abstract concepts into tangible outcomes as we guide projects of varied sizes through the management life cycle from initiation to close-out.

DEXICE is a registered Australian company ACN 642 272 615 and an associate is registered on the New South Wales Government Panel SCM1191 – Category 328 – “Value Management Facilitators” and authorized by SAVE International USA to provide Value Management Certification.

Our Executive Team

Mahmoud Khalil

Director and founder of DEXICE

Mahmoud has 20 years of experience in the Medical Technology, Engineering, Healthcare, Pharmaceutical and Life Science industries.

Prior to establishing DEXICE, he worked for several global companies alongside their organisational executive teams, key stakeholders and functional leaders to define and refine the top strategic imperatives. He focused on team and individual executable actions to achieve short, medium and long-term goals with reproducible and sustainable results year on year. These activities have improved companies’ performances and strengthened organizational structures. Mahmoud has built and managed international sales channels and developed distributor networks. His responsibilities have included overseeing of subsidiary offices; managing Joint-Venture Business Partners and supplier relationships; and aligning sales and marketing endeavours in Middle East, Africa, Asia and Europe. Mahmoud has extensive experience using salesforce.com and has completed FORUM (leadership & sales coaching) and Franklin-Covey (4DX, Speed of Trust) training programs.

Mahmoud obtained his Master in Biomedical Engineering from the University of New South Wales in 2010, Master of Engineering from Western Sydney University in 2009, and Bachelor of Science majoring in Computer Engineering in 2005 from LIU. He is a member of the Institution of Engineers Australia (EA), and member of Director Institute.

Nizar Ghuneim

Director and founder of DEXICE

Over the past 20 years, Nizar has worked in the Finance Industry responsible for Finance and Accounting operations. From the end of 2000 to June 2010, Nizar worked for a Taxation and Accounting Firm dealing with finance and tax matters.

In mid-2007 until recently, Nizar worked for the fast-growing Pharmacy 4 Less Pty Ltd, with responsibility for accounts, finance and tax. Pharmacy 4 Less is a discount pharmacy chain with more than 100 stores.

Nizar holds a Master in Applied Finance from Western Sydney University (2002) and a Bachelor in Economics from Middle East Technical University (1999). He is a Fellow of the Australian Taxation and Management Accounts (ATMA), Member of the National Tax and Accountants’ Association (NTAA), a Member of the Australian Bookkeepers Australia (ABA), a Registered Tax Agent and Registered ASIC Agent. Nizar is also a Justice of the Peace (JP).

Khaled Khalil

Associate Professor

Dr Khalil is an Associate Professor in General Paediatrics with over 25 years of experience in the Healthcare sector, Paediatric Emergency, Critical Care Medicine and Newborn Critical Care. He has also worked at several Universities and Specialized Hospitals in Turkey.

Dr Khalil will lead cross functional teams (Engineers and Healthcare professional staff) across various healthcare projects to provide professional advices on projects from the Master Plan to Operations and Management to make ensure projects achieve their budget and goals while maintaining high standards of quality. Dr Khalil has authored over twenty medical papers and articles published worldwide and presented his clinical studies at local and global congresses.

Professor Emad Shublaq

Value Engineering Advisor

Over the past 40 years, Dr Shublaq has been involved in a prestigious mega project in Middle East, Africa, USA, Europe and Australia. He originally started his career as a Geotechnical Engineer specialising in piling and foundation engineering – for a $US200 million precast segmental Bridge in Saudi Arabia. In 1992, Dr Shublaq was instrumental in introducing Value Engineering concepts into the MENA region, which led him to become well known and respected in the industry. From Soil Mechanics and Foundation Engineering to Project Management and finally Value Engineering methodology, Dr Shublaq is a recognised beacon in his field. In the late 1980s, Dr Shublaq served as a visiting professor in many top universities around the world.

Dr Shublaq obtained his Ph.D. in Civil engineering from Leeds University, UK in 1987 and later became a Chartered Professional Engineer (Leadership and Management) from the Institution of Engineers, Australia in 1995. He is a fellow of Engineers Australia, Fellow of American Society of Civil engineers, Fellow of American Society of Value engineers and Fellow of Australian Institute of Training and Development. He is a Certified Value specialist – Life and currently serves as a President of American Society of Value Engineers Chapter in ANZ +4 and Director at PMRT Consultants Pty Ltd.

Ahmed Rahman

Associate Professor

Dr Ahmed Rahman is a Pharmacy graduate. He completed his PhD at Macquarie University, Sydney, Australia. He holds multiple academic, research and industrial (pharmaceuticals) positions in Australia and overseas. He has published one book chapter and more than 40 research papers in international peer-reviewed journals. He has been awarded several Research and Teaching Excellence Awards. The quality of his work is evidenced by invitations as a speaker at various International meetings, with expenses paid by Australian Academy of Science, Royal Society, UK and many other conference organizers.

Dr Rahman has over 15 years of experience in academia and the pharmaceutical industry. He has used his knowledge and experience to provide important practical and technical support to pharmaceutical companies in multiple areas including product development, manufacturing, quality and compliance, as well as commercialization, improving the success rate of new product introductions, innovative portfolio development, project design focused on emerging technologies and applications. Dr Rahman will lead specialized functional pharmaceutical teams across various Pharmaceutical projects to provide professional advice throughout the whole product development lifecycles.

Issa Shaweesh

Project Advisor

Issa has over 40 years of experience in the management and delivery of building, infrastructure, rail, road and ICT projects. Prior to joining DEXICE, he managed large-scale projects for several global construction and project management firms in various parts of the world. Issa has the knowledge, skills and experience to provide clients with advice on the implementation of management processes that will make the project successful and achieve our clients’ objectives. He also has direct involvement in project planning and control, risk management, quality management, procurement management, contract administration and management of contractual claims.

Issa obtained his Master of Construction Project Management degree from the University of New South Wales in 1997. He is a Chartered Professional Engineer, Member of the Institution of Engineers Australia, Member of the Australian Institute of Project Management, APEC Engineer, IntPE (Aus), Member of SAVE International and currently serves as Vice President of American Society of Value Engineers Chapter in ANZ+4
